The certificate was designed by the Landgerichtsrat and university judge Friedrich von Salomon and signed on 12 August 1845 before the unveiling of the memorial by the regents present, and signed later by the members of the committee. As it says on the certificate, "two originals were made" and after they had been signed "one of the originals was locked in a lead capsule and put into the wall at the foot of the memorial". However, no such capsule with certificate was found when the base of the statue was opened in the 1970s during building work for a car park underneath the Münsterplatz. The documents found inside were taken to the city archives in Bonn.
