Beethoven had negotiated with the Leipzig publisher Peters since early summer 1822. Peters had already paid large sums in July and August 1822 as pre-payment for several works which were supposedly already completed. In February 1823 Beethoven had finally sent him the Marches WoO 18-20 and 24 as well as the orchestral songs op. 121b and 122 and the Bagatelles op. 119, 1-6. Peters sent most of these back and demanded replacements. Beethoven was indignant at Peters demands.

Beethoven accuses Peters of never knowing what he wants, asking him to refrain from sending him further letters. His conduct as a publisher is improper; after all, Beethoven had not asked him for the advance payment, he had accepted it to stop the talk about it. Other publishers would pay more and show more respect towards him and his music, as well as showing consideration for his ill health.
