Beethoven asks Ries to make a copy of the enclosed Andante as no copyist is available. Beethoven often asked Ries to perform musical tasks for him (e.g. copying) and to give him a helping hand with everyday things. According to the BGA it is probably the Andante favori WoO 57. In his "Biographische Notizen über Beethoven" Ries identifies it as being the Andante con Variazioni from the Kreutzer Sonata op. 47.
